Do I Need an Ecology Survey for Planning Permission in Scotland?

If you're planning a development, an extension, a conversion or a new build on a Scottish site, there's a good chance someone has mentioned an "ecology survey" — and you're now wondering whether you actually need one, what it will cost, and whether it could hold your project up. The short answer: you may need one, and whether you do comes down to protected species. Let's unpack what that means.

The rule in one sentence

In the Scottish planning system, the presence — or even the potential presence — of a legally protected species on or near your site is what's called a material consideration. That means the planning authority must take it into account before they decide your application. As NatureScot, the government's nature agency, puts it plainly: the presence or potential presence of any protected species is a material consideration in planning decisions (NatureScot).

This is reinforced at the highest level of Scottish planning policy. National Planning Framework 4 (NPF4), the national policy that all councils must follow, requires that any potential impact of a development on legally protected species is fully considered before a planning application is determined (gov.scot — NPF4). In practice, "fully considered" usually means evidence — and the evidence comes from an ecology survey.

So the question isn't really "do I need an ecology survey?" It's "is there a reasonable chance a protected species is present on or near my site?" If yes, expect to need one. If genuinely not, you may be able to avoid it. The trick is knowing which camp you're in before you've sunk money and time into the application.

What counts as a protected species?

Quite a lot, and they turn up in more places than people expect. The ones that most often affect ordinary development sites in Scotland include:

  • Bats — a European Protected Species. They roost in buildings, roofs, trees and structures, so almost any conversion, demolition or roof works can trigger a survey.
  • Great crested newts — found in and around ponds and the surrounding land.
  • Otters — anywhere near watercourses, lochs and the coast.
  • Badgers — setts can sit under hedgerows, scrub and field margins.
  • Red squirrels — Scotland is a national stronghold, so woodland and tree works are sensitive.
  • Breeding birds, pine martens, water voles, wildcats and others, depending on habitat.

The reason this matters is that a protected species can be present on a perfectly ordinary-looking plot. An old farm building can hold a bat roost; a quiet burn at the edge of a field can be an otter route. You usually can't tell by looking, which is exactly why planners ask for survey evidence rather than taking it on trust.

What an "ecology survey" actually is

When people say "ecology survey" for planning, they almost always mean a Preliminary Ecological Appraisal (PEA) — sometimes still called an Extended Phase 1 Habitat Survey. It's the standard first ecological step, and it has two parts (CIEEM-aligned guidance):

  • A desk study — a review of existing records and data: what protected species and habitats have been recorded on or near the site, and whether there are any designated wildlife sites nearby.
  • A walkover survey — a qualified ecologist physically visits the site, maps the habitats, and looks for evidence of (or potential for) protected species.

The PEA's job is to identify the likely ecological constraints, flag any mitigation you'll need, and — crucially — tell you whether further, more detailed species surveys are required. If the PEA finds, say, a building with bat potential, you may then need dedicated bat surveys on top.

The thing that catches people out: timing

Here's the part that turns a minor cost into a major delay. Most protected-species surveys can only be done at certain times of year, because that's when the animals are active and detectable. A few examples (NatureScot ecological survey calendar):

  • Bats: the main survey season runs roughly mid-May to mid-August, and where multiple visits are needed they must be spaced weeks apart (NatureScot — standing advice on bats).
  • Great crested newts: surveys are restricted to mid-April to mid-June, with several visits required.
  • Otters and badgers can be surveyed year-round, though spring is often easier.

The consequence is brutal if you discover it late: if your site needs a bat survey and you find that out in September, you may have to wait until the following May to even start. That's why NatureScot and ecologists alike stress doing this early (NatureScot — developers and architects). The cheapest mistake to avoid is leaving ecology to the end.

What it costs — and why the order matters

A formal PEA by a chartered ecologist typically runs into the several hundreds to low thousands of pounds, depending on site size and what's found, and that's before any follow-up species surveys. A related discipline — the contaminated-land Phase 1 desk study — gives a useful benchmark for the consultancy market: those are commonly £565–£800 plus VAT and take one to six working days (market example).

None of that is wasted money if you actually need it. But many people commission a full survey before they even know whether their site has a constraint — and some find out, expensively, that there was nothing to find. Others discover a constraint far too late to plan around the survey season.

  • Is the site near a designated site (SSSI, SAC, SPA) or ancient woodland? → Extra scrutiny is likely.
